The budget this year focussed on irrigation, agriculture, horticulture and farming. Thakur also announced a new scheme to ensure LPG connection for every household in next two years along with adding that he, his ministers and the MLAs will be giving up their subsidies on Public Distribution System (PDS) items.
The budget also announced a ‘gau vansh commission’ for desi (indigenous) cow rearing and gau sadan for every district in the state. The Finance Minister said temples would be required to shell 15 per cent of their income for gau sadan. A gau vansh vikas cess will be levied on every bottle of liquor sold in the state which would generate an estimated Rs 8 crore every year. Mahali mandals will be entrusted with the responsibility of looking after the gau sadans.
The budget this year also covers massive rural employment generation initiative through food processing, bee-keeping, animal husbandry, horticulture, poultry, floriculture and fisheries.
Apart from this, they also announced a revival of the anti-hail guns scheme for apple protection. The plan had been scrapped by the previous Congress government.
Highlights of budget 2018-19 :* Main focus of this budget is on agriculture.

* Rs 50 crore allocated for new projects in Kangra and Nadaun.
* To provide 100% LPG connections at present the LPG connection coverage is 92%.
* Anti hail net subsidy increased from rupees 2 crore to Rs 10 crore .
* For installation of anti hail gun 60% subsidy .
* Best Panchayat award For Abandon free cattle is Rs 10 Lakh under Stray Cattle Management.
* Skill development allowance for Rs 100 crore.
* Announces "Mukhyamantri Ashirwad Yojana" under which new born kit would be given to newly born.
* "The students spend a lot of money on purchase of new text books. At the same time the students once pass a class throw the books. Now in all government schools, the day immediately after the completion of the exams will be marked as Book Donation Day,"
That day students will hand over the books they don't need, helping the students reduce their expense on purchase of books.
Reducing the load of school bags, Thakur said the government would declare one day every month as bag-free day in all schools and that will be fully devoted to co-curricular activities.
* The estimated interest payments would be Rs 4,260 crore and loan payments are expected to be Rs 3,184 crore, apart from Rs 448 crore on other loans and Rs 2,741 crore on maintenance, said Thakur in his maiden budget speech in Hindi which lasted over two-and-half hours.
